AWIP assists in arrest of suspect in illegal dog meat trade operation in Pangasinan

Authorities have arrested a 37-year-old man during an intelligence-led operation in Barangay Lobong, San Jacinto, Pangasinan, for the alleged illegal sale of live dogs intended for human consumption — a serious violation under Republic Act 8485, otherwise known as the Animal Welfare Act of the Philippines.

The suspect, identified as Alcantara, was caught in the act of selling a live dog during an intelligence-led operation conducted on Sunday, July 6, 2025. Recovered from his possession were a sack and a short length of wire, reportedly used to restrain and transport the animal.

The operation was spearheaded by the San Jacinto Police Station Intelligence Unit and the Animal Welfare Investigations Project.

Following the arrest, the suspect was informed of his rights, and police carried out proper documentation and evidence inventory in the presence of barangay officials and an AWIP representative.

Alcantara is under the custody of the San Jacinto Police Station, and charges for violation of Republic Act 8485 (Animal Welfare Act) are being prepared against him.

“Illegal dog trading and slaughter remain a grave concern, and we commend the swift and coordinated action of the San Jacinto MPS of the Philippine National Police,” said Jacob Lloyd, Chief Executive of AWIP. “The Animal Welfare Act exists to protect animals from unnecessary suffering and we will continue to work with Philippine authorities to ensure that offenders are held accountable.”
